Manipur govt allows renewal of 15/20-year-old vehicle registrations under new rules

Imphal: The Manipur Government has permitted the renewal of motor vehicle registrations older than 15 or 20 years under certain conditions, Anurag Bajpai, Additional Chief Secretary (Transport), Government of Manipur, stated in a notification issued on Wednesday.

This is in line with the adoption of the provisions of the Ministry of Road Transport and Highways (MoRTH) Notification dated August 20, 2025.

The notification permits the renewal of motor vehicle registrations older than 15 or 20 years, subject to certification/examination for fitness of the vehicles by the competent authority on payment of the prescribed fees and taxes as revised from time to time.

The notification takes immediate effect from the date of publication in the Manipur Extraordinary Gazette, superseding all previous directives on ELVs issued by the state government.

Additionally, the Manipur government issued new directives defining End-of-Life Vehicles (ELVs) as any motor vehicle that is no longer validly registered; has had its registration cancelled under Chapter IV of the Motor Vehicles Act, 1988, or by a court order; is declared unfit after a fitness test or re-test under the Act and its Rules; or is self-declared by the legitimate registered owner as a waste vehicle due to fire, damage, natural disaster, riots, or accidents.

All vehicles falling under the said definition shall be treated as ELVs, and their registration shall stand cancelled.

The state transport department shall take necessary steps for implementation of the provision relating to the collection, dismantling and scrapping of the ELVs through authorised vehicle scrapping facilities in accordance with the Central Motor Vehicles Rules 2021.
