Guwahati: The Manipur Pradesh Congress Committee (MPCC) on Monday accused the state administration under President’s Rule of gross negligence in implementing crucial rural infrastructure projects, despite the release of significant central funds.

MPCC President K. Meghachandra addressed the media at Congress Bhawan in Imphal, asserting that the administration has failed to execute Phase-III works of the Pradhan Mantri Gram Sadak Yojana (PMGSY), aimed at improving rural connectivity across Manipur.

He said the Central Government had sanctioned Rs 404 crore and Rs 205 crore in 2019 for constructing and upgrading 1.25 lakh kilometres of rural roads under PMGSY Phase-III. “Yet, the project remains completely unimplemented, leaving road infrastructure in a pathetic state across the state,” Meghachandra claimed.

The MPCC chief added that although the tendering process began in 2024, it has not been completed. “The tenders have been floated and cancelled two or three times, raising serious concerns about manipulation,” he alleged.

Meghachandra accused officials of framing tender guidelines that make it difficult for local contractors to participate. “It seems the administration and ministers are favouring select companies, which explains these repeated delays,” he said.

Highlighting public dissatisfaction, Meghachandra pointed to ongoing protests in various parts of the state over poor road conditions. He urged the government to prioritise citizens’ grievances and ensure swift execution of rural road projects instead of “looting public money.”

He also warned that, according to the Ministry, PMGSY Phase-III works must be tendered and completed by March 31, 2026. Failure to do so could result in the lapse of sanctioned funds. Meghachandra called on the President’s Rule administration to take immediate corrective measures to secure financial benefits for improving rural infrastructure in Manipur.
