Guwahati: The Assam Accord sub-committee submitted its final report to Chief Minister Himanta Biswa Sarma on Saturday. Following the submission, Sarma will meet All Assam Students’ Union (AASU) representatives at 6 pm, confirmed sub-committee head and Agriculture Minister Atul Bora.

“Today, we formally place the recommendations and the final report before the Chief Minister. After this, he will hold a detailed discussion with AASU representatives at 6 pm. This is a positive step, as many unresolved issues have now reached a constructive stage through dialogue and consultation,” Bora told reporters.

Bora said the report reflects extensive consultations aimed at finding practical, dialogue-driven solutions. The report addresses several grievances that AASU had raised earlier regarding the pace and manner of Assam Accord implementation. A committee led by Justice Biplab Sarma reviewed various aspects of the Accord and identified 67 actionable recommendations.

“Out of these 67 recommendations, the state government can implement 40 independently, 15 fall under the central government’s jurisdiction, and 12 require joint action by the state and Centre,” Bora explained. He added that the recommendations were carefully reviewed during a Cabinet meeting in Lakhimpur to determine which actions the state could take alone, which needed central support, and which required coordinated implementation.

Bora highlighted that the state has already initiated significant groundwork and allocated financial resources across departments. “Departments have started executing several measures, and budgets have provisioned the necessary funds. The state government maintains constant coordination with the Union Home Ministry, the nodal ministry for Assam Accord implementation,” he said.

On November 17, Bora convened the 7th Sub-Committee meeting with AASU leadership at Janata Bhawan, Guwahati. After the meeting, he reaffirmed that executing the Accord’s clauses remains the government’s top priority, emphasizing its commitment to protecting the rights of Assam’s indigenous communities and ensuring their holistic development.
