Nagaland cabinet to revisit IAS induction process for non-SCS officers
Dimapur: Amidst the ongoing strike by the Joint Coordination Committee of the state government employees over the IAS induction process in the state, the Nagaland cabinet at a meeting on Thursday decided to revisit the induction process of non-State Civil Service (SCS) officers into the IAS.
The cabinet appealed to all concerned to cooperate and call off the ongoing agitation/protest on this issue.
It noted that in 2020, a vacancy circular for the induction of non-SCS officers to IAS was approved by the competent authority, but was not followed up by the preparation of a cabinet memorandum, and no policy decision was taken or notified.
The vacancy circular dated March 10, 2025, was found to have been issued without the approval of the competent authority, Chief Secretary Sentiyanger Imchen said in a release.
The release said the cabinet considered representations submitted by various service associations, including the Confederation of All Nagaland State Services Employees Association and other service associations, to the Department of Personnel and Training (DoPT) and the UPSC.
It stated that the letter dated October 10, 2025, from the UPSC requesting submission of deficient information/documents in regard to the panel of eligible officers for the select list 2024 was also noted.
“Having taken into account the factual background of the matter and certain new facts and contentions brought to the government’s notice, the cabinet decided to recall the panel of names for the select list 2024 that was submitted on September 26, 2025, to the UPSC,” the release said.
The cabinet also resolved to revisit all the decisions made on the matter with a view to arriving at an informed and transparent policy decision regarding the eligibility criteria for induction of non-SCS officers into the IAS.
It said the views of all stakeholders will be taken into account, and advice will be sought from DoPT/UPSC.
