Manipur government advances rehabilitation of IDPs
Imphal: With support from the central government, comprehensive measures are underway for the rehabilitation of Internally Displaced Persons (IDPs) under a Rs 523 crore resettlement and rehabilitation package provided by the Centre, Manipur Governor Ajay Kumar Bhalla said during his address at the opening of the 7th session of the 12th Manipur Legislative Assembly on Thursday.
The government remains committed to ensuring the timely and safe rehabilitation of all displaced persons while providing financial and livelihood support during 2026–27. So far, 430 youths have been trained under skill development programs, and nearly 10,000 IDP families have been issued health cards. Educational support has been extended to 7,000 IDP students, and employment opportunities have been provided through job cards.
Governor Bhalla highlighted that the Manipur government implemented a Direct Benefit Transfer (DBT) system for IDPs on November 1, 2025, replacing in-kind aid with a daily cash relief of Rs 84 per person. This initiative aims to improve efficiency and transparency in assisting thousands displaced by ethnic violence.
As part of the rehabilitation efforts, approximately 7,000 houses under the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) have been sanctioned for reconstruction. The government plans to resettle more than 10,000 IDP families, comprising over 40,000 individuals, by March 31, 2026. An additional 5,000 houses are to be constructed under the PMAY-Gramin resettlement scheme.
The Governor also reiterated that educational support and employment opportunities are being provided to IDPs, ensuring access to schooling and livelihood assistance.
As of January 2026, ethnic violence in Manipur since May 2023 has displaced nearly 62,000 people, of whom over 16,500 individuals (3,700 families) have been successfully resettled by the government.
