Guwahati: APS officer Raj Mohan Ray has been dismissed from service for "misconduct" during his posting as Superintendent of Police in Darrang, Assam.

Director General of Police (DGP) GP Singh announced the dismissal of the APS official.

He was dismissed in connection with a 2022 case involving the rape and murder of a minor domestic helper and an alleged cover-up attempt by police officials.

Police sources said that the dismissal, effective April 1, 2024, is part of Assam's zero-tolerance policy for police malpractice.

The dismissal from service also disqualifies Ray from future government employment.

In 2022, a 13-year-old domestic worker was allegedly raped and murdered by her employer in Dhula, Darrang district.

The accused was identified as an SSB personnel named Krishna Kamal Baruah.

Following initial reports of suicide, a thorough investigation was ordered by the state government.

The Assam CID investigation found that there were attempts to cover up the crime.

Three senior police officers, including Ray, an executive magistrate, and three doctors from Mangaldai Civil Hospital were found to be involved in misleading the probe and shielding Baruah.

All three police officers – Ray, Rupam Phukan (Additional SP), and Sub-Inspector Utpal Bora – were initially suspended.

Ray and the magistrate, Ashirbad Hazarika who were on the run then, later surrendered, while the others were arrested.

The doctors allegedly provided a false post-mortem report.

Further, the investigation found the clues and it led to the suspension of Ray.
